Washington, D.C. (April 3, 2023)—The Independent Community Bankers of America (ICBA) today announced the hire of Sam Mayper as vice president of congressional relations. In this role he will assist ICBA’s lobbying team to advocate policy positions before key legislative policymakers and highlight the important role of the nation’s community banks before industry stakeholders.

“Sam is a seasoned financial services professional who is respected and well-versed in bank public policy,” ICBA Group Executive Vice President of Congressional Relations and Strategy Paul Merski said. “We look forward to using Sam’s expertise and Capitol Hill knowledge as we promote and defend the efforts of community banks to strengthen local economies and protect the interests of consumers nationwide.”

Throughout his career, Mayper has focused on building and maintaining strategic relationships with policymakers. In addition to his previous work as a legislative assistant for Rep. Carolyn McCarthy (D-N.Y.), Mayper also has financial trade association experience. He began his career in government relations with the Men’s Health Network working House and Senate congressional offices on healthcare issues and cancer research funding.

Mayper holds a Bachelor of Arts in government and political science from Franklin & Marshall College in Lancaster, Pa.
