Tim Roy is vice president of housing finance policy for the Independent Community Bankers of America® (ICBA). He specializes in regulatory and legislative issues related to housing finance and mortgage lending, with a particular focus on Fannie Mae and Freddie Mac, the Federal Home Loan Banks, Federal Housing Finance Agency, and mortgage rulemakings from the Consumer Financial Protection Bureau. Roy also serves as the staff liaison for ICBA’s Housing Finance Subcommittee.

Roy joined ICBA in 2018 as a housing policy research analyst, where he provided research and analytical support for housing and mortgage lending related issues.

He holds a Bachelor of Arts in philosophy from the University of Illinois Urbana-Champaign and has a Master of Arts in history and public policy from The George Washington University.
