2010 Policy ResolutionsThese ICBA resolutions, approved by the Policy Development Committee and the Board of Directors, broadly describe the association’s major policy objectives for 2010-2011. They also describe association products, services and programs that help keep community banks strong and competitive. These resolutions are designed to provide policy guidance for ICBA officers and staff, and general policy direction for standing committees, councils and task forces. These resolutions reflect ICBA's core principles: Community banks support fair competition in financial services; support the separation of banking and commerce; believe in a balanced financial system that does not favor any segment of the financial services sector; support the dual banking system; and oppose the concentration of economic and financial services resources. Community banks create symbiotic relationships with the communities they serve; favor local decision making while adhering to the highest business practices and ethical standards; and support a democratically governed association where each member bank has a voice and a vote.
TRACK I: LEGISLATION AND REGULATION ICBA maintains political vigilance before Congress, the administration and the regulatory agencies. The association promotes its principles through lobbying, advocacy, litigation, working with like-minded groups and communicating with the media. TRACK II: PRODUCTS AND SERVICES ICBA enhances the profitability of community banks by providing improved access to high-quality products and services. These products and services, developed and offered by the association and ICBA Services Network® subsidiaries, are designed to meet the unique needs of community banks. Additional quality products and services are offered though ICBA’s Preferred Service Partner vendor programs. TRACK III: EDUCATION AND COMMUNICATION ICBA offers a two-pronged approach to help community banks improve management and operations. First, ICBA educational services address timely topics at seminars, workshops, in publications and videos, through electronic delivery systems, and at the ICBA annual convention. Second, the association provides time-sensitive industry information to community banks through its Web site, publications, and a comprehensive information center.
